The public trust is an inherently flexible doctrine. It has much room to evolve and react to new social interests of a greater understanding of the world. Both have occurred with groundwater: The impending water crisis has propelled its importance in recent decades and scientific advances have shown the impact that groundwater resources may have on surface water.
