A military cafeteria contract at Fort Campbell, Kentucky, gave the CAFC the opportunity to revisit the issue of whether or not a disappointed bidder--a Randolph-Sheppard Act (RSA) contractor--is required to exhaust its administrative remedies prior to filing a bid protest action. (754)
