Apr. 1--Criticized by both sides in an argument over public library funding, the Northampton Area School Board's president announced Thursday he's stepping down as a library trustee. President Robert Koch, who appointed himself to the Northampton Area Public Library's board, had emerged as the library's unlikely champion this month with a push to tie library funding to a property tax rate.
