Apr. 1--WASHINGTON -- While conflicts in Iraq and Afghanistan have drained American ground forces of personnel, equipment and cash, the U.S. Navy has quietly cruised ahead with a multibillion-dollar plan to build 30 new ships, despite years of controversial overspending and a one-time $2.7 billion shipbuilding price spike due to Hurricane Katrina damage. The plan envisions annual spending of about $13.5 billion to expand the fleet to 313 ships, including the stealthy DDX destroyer and smaller littoral combat ships to support military operations ...
