EDOUARD BALLADUR continues to defy the laws of gravity. In the midst of France's worst recession since 1945, and despite the franc's battering at the beginning of August, the French prime minister's popularity remains high by any standard and continues to soar.

The latest two opinion polls show Mr Balladur's approval rating jumping from July to August by between eight and ten percentage points to over 60%. This is his highest score since his appointment as prime minister in March and the highest rating of any prime minister in the Fifth Republic at a similar ...
