Although slow, sanctions have been a potent force for South African liberation.

In 1959, albert Luthuli, then president of the African National Congress, urged the international community to impose an economic boycott of South Africa to "precipitate the end of the hateful system of apartheid."

Although I have worked for sanctions since 1966, and believe they have been a potent force in the struggle for South African liberation, I cannot claim that they have been either swift or overwhelmingly effective. Nevertheless, sanctions did play an important role in bringing down ...
