The Communication responds to an obligation on the Commission under the Accession Treaty to publish a report before the end of the first phase (2004-2009) of the transition period (2004-2011) for full application of freedom of movement on application of measures introduced in EU15 member states. This overview will precede notification by each of the member states of the policies they propose to apply over the second phase running until 2009.
