ELISTA, Russia -- The southern Russian republic of Kalmykia, which has substantial oil and gas reserves, plans to take control of its oil industry and expand output, Kalmykian officials say.

"It's very difficult to regulate the industry because at present it is controlled by about 20 organizations all over Russia," said Dmitry Kudimov, chairman of the Geology Committee of Kalmykia.

"Every aspect of the process -- from exploration, extraction, to refining and sales -- should be in Kalmykian hands so that all dividends stay in the republic," Kudimov told ...
