Colorado is fortunate to have the petition processes of initiative and referendum. They offer the people a means to decide public policy when politicians won't, and a way to provide checks and balances on governmental excesses.

Amendment 38, the Petition Rights Amendment, will appear on the November ballot. Already, foes of the people's right to petition are sniping at this modest one-page proposal to make petition rules fairer, simpler and more uniform. The petition process will remain difficult, but will become at ...
