A state senator on the powerful Joint Budget Committee balked Wednesday at the Colorado Department of Public Safety's request for eight new homeland security staffers to be paid mostly with state tax dollars.

Sen. Dave Owen, R-Greeley, also said he was upset that Colorado State Patrol troopers are being shifted into homeland security jobs.

"It disturbs me that they're moving state troopers into these office jobs when they should be out on patrol," he said during a meeting of the JBC.
