The path to bringing the Khmer Rouge perpetrators of the genocide to justice has been rocky from the start. Distrust of Cambodia's national judiciary, which is perceived as corrupt, led to calls for an international tribunal, but that idea was scuttled in the U.N. Security Council by China, which had supported the Khmer Rouge. The compromise was a national trial with international observers.
