With rising fears of an avian flu pandemic, state and local officials here have made little headway in preparing to fight a virus that could find a major point of entry at O'Hare International Airport.

"Nobody in the country is prepared for an (avian flu) pandemic,'' says Georges Benjamin, executive director of the American Public Health Assn. in Washington, D.C. "If a pandemic flu hit today, we just aren't prepared for it.''
