One of the enduring mysteries of the Soviet Union is why the canny, crusty leaders of the Communist Party promoted the young reformer Mikhail S. Gorbachev into the Politburo and then into the seat of power. Gorbachev was not out to dismantle the party and the empire, of course, and he did not foresee that his policies would have such consequences. But he must have had some drastic changes in mind when he took office as General Secretary in 1985, steps that he had to have known would shatter the taboos held dear by the people who anointed him.
