The Turkish government is alarmed at overcrowding in the international waters of the Bosporus. The expected rise in shipping, with the increase in oil and gas exports from the former Soviet republics, will represent an intolerable threat to safety, officials say. But the introduction of safety measures is being hampered by a 57-year-old convention.
