A paradox and an opportunity are taking shape in Washington for high speed rail.

The paradox is that legislative and institutional conditions have never been more favorable for high speed, yet this is occurring at the very time that federal budget cutting is finally reaching the national agenda.

That was the news delivered to some 200 delegates to the High Speed Rail/Maglev Association's fourth legislative forum. It was the largest attendance ever registered for the event, which itself is an indicator of the mounting interest.
