Management-labor coalitions are the key to controlling workers' compensation costs, as the Oregon program indicates. All of Oregon's reform proposals originated with the Mahonia Hall Group, a group of managers and workers who agreed to subordinate their special interests to the goal of insuring that employees return to work as quickly as possible. This model has been successfully adopted in Minnesota and Wisconsin. The components of the Oregon program are described.
