The U.S. Department of Veterans Affairs (VA) says it is ready to make compensation easier to get for the U.S. servicemen who served as human guinea pigs for mustard gas testing during World War II. However, a continuing fog of military secrecy and the VA's poor track record make it far from certain that the veterans' fight for recognition and compensation is over.
