Cable, cities squabble over anti-trafficking rules. (municipal and cable TV groups battle at Federal Communications Commission)

WASHINGTON -- Municipalities and cable groups continued to do battle at the Federal Communications Commission, with the latest duel largely over the shape of anti-trafficking rules and, to a lesser extent, horizontal and vertical ownership limits.

Cable groups, including the National Cable Television Association and Time Warner Entertainment Co., generally asked the FCC to impose the law's three-year holding (anti-trafficking) rule only on "substantial" transactions, those involving more than 50 percent of a system's equity.
