It's time for Gov. Ernie Fletcher to appear before the grand jury investigating his administration's merit-system hiring.

He should testify under oath and do it soon.

Fletcher's hiring initiative was "a corrupt political machine" that openly defied state laws that protect some jobs from political patronage, alleged the prosecutor in a court document filed Friday.

That raises the questions: What did Fletcher know and when did he know it?
