Before the final phase of planning for the US invasion of Iraq began in 2002, the neo-conservatives (neo-cons) in Washington had established the theory that the move should primarily target the hearts and minds of the country's Shiite Arab majority for an alliance. That alliance was eventually to spread and include Iran and other Shiite communities in the Middle East, to be followed elsewhere in the Muslim world.
