Aug. 3--Car and truck leasing in New York state could soon be widely available again, once President Bush signs the federal transportation bill.

Many leasing companies over the past two years had halted leasing in New York state or raised fees for those programs, citing what they called a burdensome state "vicarious liability" law affecting leased vehicles.
