In late 2003 the big breakthrough came with announcements in Tripoli, London and Washington that Libya was getting rid of its WMD and that, in return, the Qadhafi regime was to be re-instated as part of the global society with all bilateral sanctions to be lifted and the World Trade Organisation (WTO) to begin negotiations for the North African country's membership (see Downstream Trends).
The first quarter of 2004 saw high-level US officials visiting Qadhafi. The US eventually re-opened its embassy in Tripoli.
