For years, sexual harassment has been as common in the workplace as pencils and paper clips. It has gained national attention only recently, particularly following the Anita Hill-Clarence Thomas hearings.

The term "sexual harassment" was coined in the United States, where steps were first taken to deal with the problem, according to the International Labor Organization (ILO).

In 1980, the federal Merit Systems Protection Board conducted an extensive survey covering 23,000 federal employees. Of the women queried, 42 percent reported some form of sexual harassment: 1 percent ...
