Jun. 12--The ACTION Inc. board of directors usually meets every other month, but the group has scheduled its second meeting in 10 days this Wednesday as it tries to stave off a financial crisis.

The non-profit corporation has unpaid bills of more than $1.3 million, including back taxes, bank loans and unpaid utility bills under a program that helps needy families pay winter heating bills.

Its accountants say the anti-poverty agency has liabilities of $2.2 million against assets of $340,000, and review teams from both the U.S. Department of Health ...
