The United Nations has instituted a phaseout schedule for hydrochlorofluorocarbons that all industrial nations are expected to ratify. The phaseout will begin in 1996. Initially, cuts will be small, culminating in a total phaseout by the year 2030. An accelerated schedule for chlorofluorocarbons (CFCs) was also established. Under the new schedule, CFC production will cease by Jan 1, 1996. An exception might be made for critical health and safety uses and for service work on CFC chillers.
