Below we present papers written by two men rumored to be potential Directors of the Strategic Defense Initiative Organization in the incoming Clinton administration. The first appears in its entirety and was written by retired Army Lt. Gen. Robert D. Hammond, former commander of the U.S. Army Strategic Defense Command (Defense Daily, Dec. 7). The second is by Bill Davis, a former Army civilian official (Defense Daily, Dec. 4). Due to length restrictions, excerpts of his paper appear although his section on a new plan is intact.
