May 5--BANGALORE, India -- Air Deccan, the country's first low-cost airline, has done it again. It will launch tickets at a ridiculously low price of Re 1 within the next few days. In reality, though, the buyer would have to fork up a security tax, which is payable by airlines to the Airports Authority of India (AAI).
