PORTSMOUTH - The City Council gave its preliminary approval Tuesday to a new 20-year plan that will guide everything from land use to the future of education. The move pushes several studies and major projects along.
The comprehensive plan, called Destination 2025, will be formally approved at the end of the month. But some work is already underway.
