NEW YORK -- Over 2000 volunteers went onto New York City streets on an early March night to count the homeless. At the same time similar efforts were being made in a number of large American cities. The purpose of the count was to strengthen their request for additional funding from the federal government.

The New York city count was organized by the municipal Department of Housing and Urban Development. It is one of the few cities in the U.S. that requires officials to provide beds for anyone showing up at doors of a shelter. It arranges lodging for an average of ...
