MICHAEL HOWARD sparked another Election controversy last night by promising the toughest ever crackdown on gipsies accused of ruining the lives of law-abiding neighbourhoods the length and breadth of Britain.
The Conservative leader accused Labour of being too soft on the massive rise in illegal travellers' camps and unveiled an 'anti-gipsy charter' designed to solve the problem once and for all.
