The cabinet on 17 March approved a draft bill on the exploitation of subsoil natural resources, which will now be forwarded to the State Duma, Russian and international media reported. Although the new bill increases hurdles for foreign companies seeking development licenses, it avoids an outright ban on the participation of foreign companies in such projects. Under the measure, foreign companies will have to register Russian legal entities to bid for and take responsibility for licenses.
