Feb. 8--DENVER -- A House panel torpedoed a water quality measure Monday that its proponents hoped would help ensure clean water for all downstream users, particularly those in the Arkansas Valley.

While a measure offered by freshman Rep. Rafael Gallegos, D-Antonito, was simple in form -- it only added one sentence to the duties of a water court judge -- it was far-reaching in what it would have done, its opponents said.

The House Agriculture, Livestock and Natural Resources Committee, agreed that it went too far, killing the measure on a 7-4 ...
