THE rival cities, capitals of rival countries, face each other across a river that winds half-way through Africa. They have competed since their founding. Henry Morton Stanley, a Welsh-American journalist employed by King Leopold II of the Belgians, signed a treaty in 1881 with a local chieftain, and renamed his village of Kinshasa Leopoldville. But the French beat Stanley to it.
