IT IS AN UNUSUAL TIME when the technicalities of both intelligence and international law are common topics of public discussion. The Australian government, among others, has undertaken to expand its capabilities in clandestine and technical intelligence, while the role of international law in regulating global security, war, and human rights has become the subject of heated, if sometimes ill-informed punditry. Less often considered is where these discussions combine, in the international law surrounding intelligence operations.
