A look at the Appeals function of the Internal Revenue Service today reveals a completely different organization than just a few short years ago. Once mostly income tax, it now has an inventory that is composed of 50-percent collection work. In addition, Appeals now faces other challenges, including tax shelters, penalties, an emphasis on currency, and disputes over its independence.
