Ask people on the street what the most important news story in Portsmouth was in 2004 and most times the answer is: the City Council elections.

Three seats changed when Bernard Griffin declined to run again and Cameron Pitts and Tommy Benn lost the election last May. Elizabeth Psimas, a businesswoman; former School Board Chairman Ray Smith; and lawyer Steve Heretick, an active Democrat, were elected.
