The British government recently announced a massive cutback in its armed forces in a bid to keep up with technology; the Royal Navy will scrap 12 ships and the RAF will drop 7,500 personnel. The Army will give up four infantry battalions, seven tank squadrons and six heavy artillery batteries. It's all part of a commendable effort to bring British defence into the 21st century. The free world today is indebted to the British and Commonwealth troops who in two wars contributed so much to victory. We owe them our survival. Yet no plan is perfect.
