Boutros-Ghali has made many people angry during the brief time he has been Secretary-general at the UN. Many of his observations are true, but his blunt, honest proclamations offend many, including the powerful members of the security council.

WHEN Boutros Boutros-Ghali was elected by the Security Council last November it was feared he might not be spirited or young enough to lead the United Nations into its more venturesome ways.
