Some of the most useful approaches to solving environmental problems of water quality are those designed to gather long-term data on ecosystem condition and change. Long-term monitoring data are sadly lacking for most aquatic systems, however. Monitoring programs must continue for many years before statistically defensible approaches can detect trends. Shifting governmental priorities often make it difficult to implement programs that are of sufficient scope and depth to make meaningful contributions.
