The Khmer Rouge claims it will join the United Nations Transitional Authority in Cambodia's (UNTAC) demilitarization program as soon as the Vietnam-backed Hun Sen regime cedes power. UNTAC and other Cambodian factions worry that the Khmers Rouges are using the Paris peace accord as a political tool.
