WESTMINSTER, Md. - It's a soft gray day with glints of sun and a bite of fall in the air. The leaves are turning, the geese cutting Vs through the sky. Everywhere people are out - riding bicycles, motorcycles or horses; kayaking, canoeing or hiking; playing soccer or football.

But here in Westminster, Md, about 100 people are inside one of the barns at the Carroll County Agricultural Center, watching their dogs learn to herd.
