Oct. 3--As housing developments sprawled across Pierce County in the 1990s, workers' average commute times increased by 17 percent, to 28 minutes, according to 2002 U.S. Census Bureau data. That's expected to worsen, since Pierce County's population is projected to increase by more than 200,000 -- to 912,700 people -- by 2020.
