The British wine industry is working on a scheme to free itself from European Economic Community restrictions on labeling and production.
While the word "scheme" in the U.S. carries connotations of plotting or skull duggery, in the U.K. it is the favored term to describe a "program" or a "proposal," particularly one supported by the government.
