ExxonMobil's delayed $3.5-billion refining and petrochemicals joint venture in China took a leap forward last week when the company signed an engineering and design agreement with its partners, Fujian Petrochemical (FPC; Quangang, China) and Saudi Aramco. The agreement means that the project, which at times during the past year has been on the verge of collapse, will almost certainly go ahead, analysts say.
