New York City Mayor David N. Dinkins announced yesterday the restoration of $1.7 billion of cuts in the city's capital budget, in a move that will lessen the draconian reductions in city bond-financed projects announced in January.

The new capital spending program calls for a $2 billion cut in city general obligation bond funding during the first five years of the city's 10-year capital spending strategy.

In January, Mr. Dinkins proposed a $3.7 billion reduction in general obligation bond financing for city capital projects.
