VIRGINIA BEACH -- Edmund Ruffin, one of Virginia Beach's most powerful businessmen, needed a favor. He wanted to get to his vacation home in Aspen, Colo., but he couldn't find a flight out of Hampton Roads.
Ruffin called an acquaintance, Bruce Thompson, who owned a charter plane company based in Norfolk. Could he get a seat, even though the plane was full?
Ruffin got a seat, but it wasn't the one he had in mind.
