REMINDED by a former American secretary of state of the old joke that "two aircraft collided over the Atlantic and Genscher was in both of them," Germany's peripatetic and seemingly perpetual foreign minister shot back: "And in both cases he was the only survivor." But survival is also about knowing when to eject. After 23 years in cabinet, 18 of them as his country's foreign minimster, Hans-Dietrich Genscher is still the Germans' favourite politician. But even his fans admit that, since Germany became whole again, Europe's master diplomat seems to have lost his touch.
