Mar. 5--Low crime, high-quality public education and first-rate lifestyle advantages make Stamford a top city for women, according to a recent report.

Ladies' Home Journal's fifth annual "Best Cities for Women" ranked the city of 111,000 fourth in the category of cities with fewer than 300,000 people.

Donna Loglisci, who became town clerk in Stamford last year, has never felt her gender stood in the way of her achievement.
