Apr. 10--After a nationwide search, the Downtown Development Board found its new executive director right down Orange Avenue at Orlando City Hall.

Frank Billingsley, director of Orlando's Office of Permitting Services, has been selected to succeed Tom Kohler, the development board's chairman, Pat Christiansen, said Tuesday.

Billingsley, who worked for the downtown board in the mid-1990s, will start his new job May 1.
