MARSEILLE, France _ At the morning fish market in the old harbor, almost everyone discussing Jean-Marie Le Pen's second-place finish in the first round of presidential voting last week used the same word to explain it: "l'insecurite."

The ultranationalist Le Pen, both foes and supporters agreed, had harnessed France's pervasive sense of insecurity to shock the nation by winning one of two places in the May 5 runoff.
